How to call it
POST /api/history/submissions with Content-Type: application/json. Use kind: "source" to attach a record to an existing event, "event" to propose a new card, or "report" for a dead link or inaccurate data. GET the same path for a short field list. Event ids are the slugs on /history.
Limits: 8 requests per minute per IP (proxy), 8 POSTs per 10 minutes (app). Repeating a source URL already pending, approved, or on that event returns 409.
